NoA had no interest in releasing the game.
Because american gamers demanded the release of XBC, NoA decided to watch the european sales and if they were good, they wanted to consider an american release.
That's all I know.
There was also the pirating drama that went on.
Nintendo was taking so long to announce the games that people started pirating it by the millions. This, in turn, led Nintendo to say that they weren't going to bring Xenoblade, The Last Story, and several other games to the US, which sparked online outrage and protest. Then, of course, there was the matter of possible lack of interest in these games by US/NA demographic...
All ended up with them taking a literal year to bring them over here.
Long story short, it wasn't going to be released in the first place. Then Operation Rainfall happened. You know how your Spam box in Email gets like 200 things a day? Add a zero to that and that's what NoA was getting daily (both Email and regular mail) wanting them to bring 3 games over here, Xenoblade, Last Story, and Pandora's Tower. It did a bit more than spam and troll, but you can wiki it to read up on it.
