I have a land deed but I do not know what to do with it. HELP???????

I stole a land deed from a House leader but I don't know how to build my town. HELP??????

You have to advance far enough in whichever Great House you belong to. You'll get notice when you've risen high enough to build a home.

Be careful with picking up land deeds before your instructed to. I've found you can change the item by picking it up prematurely. Thus not being able to use it for its purpose when its called upon.

You also can no create your own town unless you are playing on the PC version with its TES, you must join the appropriate house for the deed so you can create a stronghold on the land once you reach the appropriate rank.

There are three possibilities:
1: If you mean the Construction Contract, you need it to build your Stronghold when you advance far enough in a Great House (your primary quest-giver will tell you when that time is, and who to give it to).
If it is, in fact, a land deed, check what the deed is for.
2: If the deed is for the Odai Plateau, it is only needed for the Hlaalu Stronghold (the item is worthless for the other houses).
3: If the deed is for a house in Seyda Neen, that was stolen from its rightful owner by said house leader, and you will return it in one of the Bal Molagmer quests for the Thieves Guild.

the_best_fisher, you found someone who actually sells one? Who, and whose deed do they sell?

The land deed the_best_fisher is most likely referring to the deed to the Odai Plateau, needed for the Hlaalu stronghold. The person who sells it is in the Hlaalu Treasury in Vivec, but i don't remember his name.
