Is there a National Guard uniform?

I was told that you could unlock a National Guard's uniform, so you could walk into the bases without causing an alarm or whatever. Is this true? If so, how do I unlock it?

Totally fake. Probably confusion between this game and Vice City (where wearing a police uniform allows you to enter Fort Baxter without being fired on). However, some missions feature exploits that allow you to enter restricted areas without getting a wanted level.
