How do I unlock the "To you who espouses friendship.." event?

All the challenge missions say that I need to witness this event in order to play them.

You will need ~25 characters total with high friendship (lvl 4) and at least 5 characters with lvl 5 friendship. You will also have to complete the previous friendship challenge/memorial missions(can't remember offhand what section they're under).
