No but there is a glitch where u can get unlimited arrows. To do so, go to solitude and find the guard shooting the arrows on a target. While hes sleeping, pickpocket his ALL his arrows and place one arrow u want to duplicate in his inventory, then when he shoots targets again, he will be shooting the arrow that u placed in his inventory. Collect the arrows off the taget that he shoots at and in no time, u will have a ton of arrows.

Yes you can now craft arrows with the new Dawnguard expansion

If you have dawnguard you can craft arrows, to do so you need the smithing perk for the type of arrow you wish to create (i.e elven smithing for elven arrows, etc.). Then just use a blacksmith forge or anvil, you'll need 1 unit of firewood and 1 ingot of the type usually used in that class of weapon (i.e. moonstone for Elven arrows, dwarf metal for Dwarven, malachite for Glass, etc.) for a pack of 24 arrows. The firewood you can get from a wood chopping block if you have a woodcutter's axe in your inventory.
