Is there any way to stop noel from using magic attacks?
His strength is three times higher than his magic and yet he insists on using magic against enemies that have no weaknesses or resistances.
No, ruin is definitely magic like the ravager's 'strike' abilities are physical. Whether an attack is physical or magic is determined by the attack itself not the role it's found in.
The reason they do it is because the enemies are agile/flying etc so the time it takes for the char to run up to them and hit them, which they also may miss physically (the enemy isnt there) makes it more worthwhile to use ruin.
This can also happen if the enmies are very far away. The AI uses ruin atleast once to make sure that your chain isn't broken while they waste time running there.

He'll only cast if he is a ravanger. If you're confusing "Ruin" as a magic spell, you are mistaken.
The best way to make him stop is to take control of his attacks instead of Serah. And for the most part, he does use attacks. the only reason he wouldn't is because physical attacks won't do as much damage.
