Does this game have....?
Does Far Cry 3 have perks and leveling up like Fallout.

You level up and spend points to buy skills on the skill tree. So it's pretty much like every other modern action RPG in that respect.

Far Cry 3 does not have specific levels, but fill the experience bar enough and you will be granted a skill point, on which you can use to learn a skill in any of the 3 skill trees.

Yes it does and you learn certain useful and unique skills like throwing a knife, taking down an enemy from above, dragging dead bodies, sliding etc.
