Where can I find helmets for characters like zero?

Are they random? or do I buy them somewhere.

13loop, you are wrong. There are actually 17 heads per character (15 by default, 1 for owning the first game and 1 more for owning the collectors/loot chest edition), and there are also 88 skins per character (86 by default, 1 for owning the first game and 1 more for owning the collectors/loot chest edition), which adds up to 68 heads and 342 skins per character. When the new character is released on October 16th, there will (assumed) be another 17 heads and 88 skins to unlock.

You don't buy them, some come from quest
Rewards, and the others are boss drops, I know
Henry drops some, I I think teramorphis does
Aswell

The best place to get all the skins and heads is in the "Minecraft Cave". Each of the Creepers will drop a skin or character head for you.
