Why does the game keep telling me theres no dawnguard?

Ive had dawnguard for a while now but my xbox elite broke so i got the next model up and transfered all my data to the new xbox but dawnguard will not transfer so i re downloaded it and on the xbox dashboard on game add ons it says dawnguard has been installed but when i go on skyrim and look on the add ons its not there can anyone help me please?

You need to do a licence transfer to transfer all of yours DLC licences over to your new console.
