Dawnstar property?

How do I get the plot of land from Dawnstar? It does not show up when I talk to the Jarl. I have the ones from Falkreath and Morthal.

Just keep doing little errands for the Jarl and the option will be available eventually

If you are alreadly thane of Dawnstar, just ask the steward to purchase the land to build. If you are not thane yet do quests to become thane.
