why there isn't english subtitle in fable II ?

As far as I know, it's not the default option (unless you can set it to default in your XBOX system settings). You can put subtitles on by going to your options. It becomes very handy for weeding out important/meaningful comments from villagers from the general ruckus.

There is, it's the default option. Unless you have changed something then I suggest you check your options.
