Where can I find tattoos?

I use to know where i could get them but i cant remember where. I found the guy in the gypsy camp but it never says press A when i'm around him. so yeah where do i go?

There's one in the gypsy camp and one in bloodstone, and it'll only show up if the shops are open-try around 12pm
