How do you get arrested for public indecency?

It's for the achievement.

It's simple. Take off all of your clothes so you are stripped down to your underwear. Then just go up to a person and do the Vulgar Thrust expression.
Not all people are offended by it, but many are. When they become offended they run to the nearest guard and report you. The guard should run over and charge you for public indecency.
The achievement should unlock just as the person/people run to tell the guard.
