Why does Areldur not appear for the Knights of the Nine? And what is OBVC?

I have tried clearing the cache and nothing changed, he still is nowhere to be found!

As for OBVC, I have seen it on the boards and was wondering what it means.

Areldur should be at the Chorrol chapel. If you've already completed the Stendarr's Mercy though he should be at the Priory of the Nine.

And OBVC stands for Oblivion Board Veterans Club

I can't answer your first question (no downloaded content), but an OBVC is a social topic on the "board" section of Oblivion. Veteran users established it and many feel like anyone who is not a verteran should not be allowed to post. I like to protest these elitist policies.
