Where can you find Phil in Forte City?

I'm having trouble finding him. I wasted like and hour of game play looking for him. Can you guys help me?

you have to talk to the lady bartender she will tell you that he just recently played a prank on an old man, that old man should be outside just standing there, then you HAVE TO TALK TO HIM MULTIPLE TIMES to find out where phil is
