Why can't I finish the quest?

At the end of the Shivering Isles quest Retaking the Fringe, you are to speak with Sheogorath, but he is not in the palace or the Sacellum Arden-Sul. How do I find him?

"Occasionally after completing the quest, Sheogorath is nowhere to be found"
