Many people think so. It won some Golden Joystick awards, beating out Blizzard, Final Fantasy XIII and many others. I've liked it and will be doing my 3rd play-through soon.

The game is pretty much like the demo, except you have in-between sequences where you get to walk around your ship and talk to your crew and other NPC's in other stations and planets. And buy upgrades. Also research those upgrades. And those upgrades help you in the next mission(s) unlike the demo where you And you can find different weapons and chose the ones you will use on certain missions.

Plus, all the missions build together to form a bit of a storyline and plot which you missed out on in the demo.

The biggest downsides is the Mining for minerals mini-game, though they reduced the time you need to spend on it in a patch, so it's not that bad.
The other is that it is considered an "RPG", but it is missing a number of RPG elements (Such as an inventory), and it's played as a FPS.
The other major complaints have been somewhat handled in DLC's.

The only other issue is the 2 in the title. The story is designed to be in 3 parts. Those of us who played ME1 and imported a character, felt a little bit railroaded, and underwhelmed with the effects of some of our choices, and the absence of others.
The solution to that will be ME3 where the game is not designed to end at a common point so it can be continued in another iteration. ME3 will also be allowed to diverge a lot more and they have a lot of choices from the last 2 games to have different effects in the finale.
