Star Ocean: The Last Hope

The Water Ring is in the 8th floor of the Cave of Seven Stars, where you fight Gabriel Celeste. Before you can go to the Cave, you have to beat the game, then load your game and head west to kill a dragon and get the Dark Ring. Then use the Dark Ring to break the holy seal in the Coliseum, unlocking the Cave of Seven Stars
