How do I get Zevran to fall in love with me?

I got him at max approval rate, but I can't seem to get him to actually fall for me (as in to the point where he'll refuse my tent invite). I've given him the boots and gloves; am I doing things wrong?

If I remember right he wont really "fall" for you until after the "meeting" with his friend at the landsmeet. After that he will not want to join you in your tent.
