How do I solve glyph #11?

I got past the first and second part, but I'm stuck on the part with the bars and lines. I know it's base 3 number system, but I can't get it to work out. Help please?

if u look on the car on the left u see the number 2 and the symbol II.. on the newspaper.all of the cyphers have the key within the pictures just gotta look for them.
convert these into the code wheel and you can see that the pattern increases so 3= III, there for if 8=I. then 9 would equal I.. hope it helps and enjoy the rest of the game.
