Can I buy a house?

If I can, where can I get it?

In Novac, you can rent a room in the hotel or if you solve Boone's problem you will be given a key to the room for free.

Also, you will get a suite in the Lucky 38 once you get to New Vegas.

Finally, if you get a good enough reputation with four factions, you'll be able to get keys to their safehouses.

All of these rooms are places where it is safe to save and store any items. It specifically says in the manual though that anywhere else is taking a chance.
