Attacking people in the casino wont work. you have to actually gamble and win until you get enough to be banned. buy about 4000 chips then save it at a roulette table. bet 200 on "0" over and over again until you win or run low on chips. if you win, save and repeat. if you run low just reload your game with all your chips. each casino has a different max before you get banned but i can give you the amounts i had when it happened to me.
Gomorrah - 8200
Tops - 11400
Ultra Luxe - 15800
remember, these are your EARNINGS, not just how many chips you have. once you hit the limit the pit boss will tell you to stop playing. cash out and then move onto the next casino. took me about an hour to get all 3 thus the achievement.

Get banned from all the Strip's casinos.
Use guns, beat up people, steal money from their banks, get vilified(kill securitrons)
