Opening the command prompt?

I have tried using the ~ key, I have checked the file to confirm that the command prompt is allowed and still the ~ key will not open it. Can anyone help me out?

What i meant to ask was How do i open the Console in the PC version of the game?

Ask on the pc boards, this is for the 360.
