How do i drag villagers to work?

Is there a specific work hous or anything.

It's similar to dragging criminals to jail in Brightwall except this quest shows up in Bowerstone Industrial. You may have to be king for it to appear.

It's a quest. Once you accept the quest, you can just grab a person, and follow the shiny gold line to lead them to a life of slavery....
