Elliot/Eloise?

In the beginning of the game, when you can either save or not save Elliot/Eloise I saved Elliot and then when I was in Bowerstone I did the Kidnapped quest and I saved the girl's fiancee, Elliot and I told him to dump the girl and he said he would and to meet him at the Orphanage place but I went there and I can't find him. What do I do?

Just check back later. Keep doing things, and he'll eventually show up. If not, then I'm afraid you're S.O.L.

Try sleeping for a few days or do some quests. The quest will appear after that.
