Help with a riddler riddle in amusement mile?

The one im after looks to be between the gotham casino and the broken overpass,right near the water. on the south west part of the casino.

It is a question mark. The top part is on the back of a billboard and you must use the REC to drop a door on the other side of the water for the period portion of the mark.
