How do I solve clock puzzle?

I'm having trouble gettin' past this one part where I'm supposed to copy numbers off the clocks to unlock a combo lock but this puzzle is down right confusing. What should I do?

You turn on the lights to each room with a clock in it; and each room has a diffrent color wallpaper.
Red: 4
Green: 3
Blue: 9
