What I use to gauge best in class are: acceleration and top speed. This is just on a stock car with no upgrades. Braking and handling are essential components also, but can be overcome by how you adjust to the car you are driving.

The Renault Turbo 5 and Renault Clio V6 are both phenomenal cars for their classes. The Turbo 5 is outstanding in both D class and C class, and the Clio is great for C class and B class.

The McLaren F1 GT is excellent in S class, but you need to equip the car with heavier rims (DUB, Lexani, or Loewenhart) to drop it down to S700.

The 1985 Mazda RX-7 GSL-SE is a great F class car provided you add weight via the heavier rims (DUB, Lexani, or Loewenhart).

For A class, I personally like the BMW M3-GTR, but this is a unicorn car.

When it comes to the R-class cars, each category is relatively equal when you remove restrictors and upgrade to the top of the class it starts in. For example, the best R3 cars are the GT2 racecars, but there are other good supercars in this class that are competitive.

In R2, there are a few choices for car types. The best are generally under GTS and SuperGT GT500, but the legendary Pagani Zonda R falls in this class which is also a beast. The Radical SR8 is very nimble and light, so this is a great car for certain tracks that emphasise technical bits over raw speed.

In R1, your best bet are the Le Mans Prototype 1 cars. The best cars here are the Peugeot 908 and the Audi TDIs (there are quite a few to choose from). There is also the Suzuki SX4 which is very good on tracks like Fujimi Kaido.
