Other than the fixed Elnoyle encounter in Esthar at the end of disc 3, what would be the best source for Moonstones towards the end of the game on disc 4? Elnoyles are found elsewhere and they still seem to be the monster of choice but their encounter rates are drastically reduced.

Imps drop them at high levels, but it's their rare drop so it might take a while. You can find Imps on the plains around Esthar, IIRC.

Yes, high level imps drop moon stones as their 2 rarest drops. But do NOT use the Rare Item ability. Doing so will outright prevent the rarest drop. Without rare item an Imp will have about a 10% chance of giving you 2 moon stones. Rare item will drop that to 5%. (also remember not to mug them or you'll only get poison powders).

A possibly better option are high level Toramas. With Rare Item equipped they'll have about a 45% chance of dropping 1 moon stone. Which should get you more moon stones in a shorter amount of time. (again, do not mug them or you'll just get regen rings).

Aside from Elnoyles they're the only monsters you can get them from.
