Here's a feature about NFL officials reviewing the previous game and preparing for the next game during the week: http://mmqb.si.com/2013/12/04/peter-king-spends-week-with-nfl-refs
I honestly don't know what else the officials could do from Monday to Saturday to cut down on their few mistakes on Sundays.
Carolina Panthers (6-10) - 4th place 2016 NFC South
Erfurt Indigos (0-0) - 2017 Oberliga Ost - Next game: 25.03. vs. Leipzig Lions (pre-season)

Let Ed Hercules tackle the rule book.

To have officials go through regular vision tests is a great idea, and I would hope that it happens during the offseason. But having them do that every week during the season seems excessive, and "more vision tests" is hardly a reason to hire people full-time.

Let Ed Hercules tackle the rule book.

Rule changes are worked out by the Competition Committee (http://operations.nfl.com/football-ops/league-governance/the-nfl-competition-committee/), and having Ed Hochuli or another official on the committee seems like another great idea to me. But it's something that doesn't require any one official to be hired full-time, let alone the 120+ people who officiate NFL games.

Beyond the obvious first step of improving the NFL rules (what is and isn't a catch?), the officiating mistakes are either because the officials are simply overwhelmed or unfit for the NFL (replacement refs), because they lack experience (rookie officials) or because of simple human error (can happen to anybody). You can and should get rid of the underperformers in the first category, but the mistakes from the latter two categories seem unavoidable to me as long as humans officiate the game.
