I've beaten Bowser and found the Tostarenan in the Sand Kingdom who says he's going to Metro Kingdom. I go to Metro Kingdom, but he's not there.

Is there something I need to do to trigger him in Metro Kingdom?

You have to get all the Multi Moons available first.

Also to clarify, this is the one who talks to the taxi driver, right? And you made sure to talk to him?

No, it actually triggers a sidequest where you can visit them in different kingdoms and get Moons.

Supposedly if you follow him, you get a power moon at the end.

Hmm, entering postgame and speaking to him in the Sand Kingdom should be enough. Are you sure you didn't miss him in Metro? He's right by the electric wire that leads up to the Odyssey.

I am sure. He's not in the town square and when I go back to the Sand Kingdom, he's still there.

Probably Metro. The taxi won't appear there until you defeat Knucklotec.

Metro. Although technically Sand too, since the taxi will still be frozen in ice if you don't beat Knucklotec
