How come it required a 2/3 majority to pass the House?

I thought all votes needed a 2/3?

Also, what are you talking about? That is most certainly not the case. A 2/3 majority vote is needed in both houses of Congress to override a presidential veto, but that's it... There must be certain situations where a 2/3 majority is needed, but nearly all legislation is passed by a simple majority.

Looking back at a recent repeal (DADT):

250-175 in the House (58.82% majority, falling short of supermajority)
65-31 in the Senate (4 Senators did not vote, but 65% is well beyond filibuster proof).
