They don't actually have the technology to get through the Black Sea to get to the oil. But theoretically, once they did, the entire country's wealth would double overnight. That would be a pretty big shake-up.

The price of oil is already in the tank. Another major reserve being tapped is only going to drive the cost lower. Easily accessed reserves can be tapped at about ~$20/barrel, but the more difficult extractions can push $40-45+/barrel. It might not be worth it right now.

This, oil supply isn't really the issue now like it was pre-2014, when oil was $100/bbl+ and the Middle East had a stranglehold on it.
