Nope perfectly allowed as long as its not slamming trade chat. Even then you will rapidly get in trouble for spam
The WoW boards. We are a dysfunctional family that have the potential of making the greatest sitcom ever written.

Short answer: no.

Long answer: no, but if you keep spamming people and they start marking you for spamming, Blizzard will treat your account like a spammer account.

Which doesn't in any way stop the whispers.
I will rule the world, and find that truly good cup of coffee.

If you spam invite or whisper someone, then yes as that is considered harassment.

If it sends a one-time whisper and/or guild invite, then it is perfectly fine.

Nope, people are just butthurt and like to purposefully cripple themselves by leveling without a guild for some reason. People are idiots.

Some folks are just wanting to go solo. Some Won't join a guild till they want to. And some see the spam guilds as large scale apathy fests that aren't worth joining.

*Creates new character*
*Gets invited to a level 3 guild*
*Gets invited to a level 1 guild*
*Gets invited to a level 3 guild*
*Gets invited to a level 4 guild*
*Gets invited to a level 4 guild*
*Gets invited to a level 2 guild*
*Gets invited to a level 1 guild*
*Gets invited to a level 1 guild*
...
An hour later
*Gets invited to a level 25 guild*
* immediately clicks join to stop the spam*

Guilds need to be at least 7 for the 10% exp
Some people want to level-by-bg and want bonus honor, this requires glvl 13 for the first rank.
I've seen people kicked from group for not having mass summon yet, which takes 25.

So it's perfectly understandable for someone to disable guild invited until they talk to someone from a level 25 guild

On a side note: What ever happened to increasing the guild level cap to 30?
