Like I've said before, Allies are like sand people; they scare easily but they will be back in greater numbers.

Tied to the character I believe. So grant them before transfering or deleting.

100% correct. You lose them if you transfer or delete. It says so right in the FAQ. https://us.battle.net/support/en/article/recruit-a-friend-faq#q7
