Can I fuse gems into levels higher than shards?

Everytime I fuse shard gems, I always end up with a void shard instead of the next tier of gem.

Example: 3 electric ember chips = 1 void ember chip

I want it to go from chips to shard and higher and higher.

There are mods that do that, but in vanilla.... no.

You'll get higher level gems with time. Also, you can use them or combine them for sockets/other gems. Later on in Act 2, you'll even be able to buy new ones. You won't really have a problem with gems.

Yeah I know I can buy gems, I would just rather not buy if I can fuse.

Sell them for gold.
It's not much, but some gold is better than obsolete gems that take up space in your inventory.

Doesn't one of the loading screens explicitly say that gem-fusing is a lost art in this game's timeline?

Yes, only for upgrading. You can fuse them to get void/chaos/iron/blood gems which are of the same level but have different properties.

Apparently, Runic did this to stop gem hoarding.
