'Fleeing' NPCs

In Fallout 3, fleeing NPCs would be cowering in a corner and you wouldn't be able to talk to them, as you'd get a message saying '..... is fleeing'. I hope it's not the same in Skyrim. t was quite annoying in Fallout 3 that you couldn't interact with people if you were on CAUTION or DANGER.

At the minimum, I'd like it to change to the NPC replying with 'not now' or 'this isn't the time for talking' or even a panicking response with TES swearing to make it seem a little more realistic.
But I'd prefer it if you still had the option to talk to them but all you can do is either encourage them to fight, or encourage them to at least talk to you. If you fail, then the person would run off screaming.

What do you think? Do you like these ideas, or have some of your own?

For the encouraging part, there's already "rally" spells I think.

Yeah but not everyone uses magic. Pure Warriors wouldn't use much magic, and therefore would inspire confidence rather than put a spell on them.

Why would you only carry scrolls on a mage? The magic is "in" them already.
That's like having the only character with health potions a mage, which starts with a heal spell.

What's the point of that? Every scroll can just be made into a normal spell or bought as one, their whole purpose of existence is so that non-mage characters can use decent magic :/
