Some armorers have a smelter along with their other smithing equipment. You use the ore there the same way you would use any other crafting station.

There's one in Whiterun, but I've only been to there and Riverwood in terms of actual towns, so I don't know where else one will be.

The lady blacksmith in Whiterun has everything I believe as far as smelting and smiting go. As well as upgrading.
It will probably be some type of pointless multiplayer just so EA can add the online pass to the game - Jammitin
