falkreath has really nice views with the patios and/or the towers. random giant encounter there....but you are right up against some scaleable small mountains so you can kill them if you are low level.

The one in the Pale is really close to two giant settlements, so that might be an issue. I don't like the location that much either, but it's probably the most remote of the three, if that's something you're looking for.
Hjaalmarch is... alright. You're pretty close to Solitude if you don't mind a quick swim, although I get visits from giants all the time there.

Overall, I like Falkreath the most-- it seems to be the most defensible, with the lake on and river on one side and cliffs on the other. Had one giant wander through but he didn't hassle anyone.
