Without training it looks like

Altmer>Breton>Dunmer>Imperials>>>>>>>>>>>>Everyone else

Is that right?
If you are 100% sure Redguards are the master race copy and paste this into your signature

Magic resistance >>>>>>>> 50 extra magicka. It's far too easy to reduce magic cost (even without breaking the game), and Highborn is only useful once a day. Magic resistance simply gives you survivability, which is what everybody seems to whine about with mages.

That Altmer mage chap, the name of whom I can't remember in the Blue Palace, says something to the tune of "for a human, Sybille Stentor has an extraordinary grasp of the arcane arts, even for a Breton," or something like that, so I suppose lore wise Altmer could be considered better. I don't know squat about lore though so I could be, and probably am, wrong.
