Well, I think you see where I'm going with that. = )
I suppose they're not as identical as the rest of the weapons/armors then. Just mostly identical.
You know I said the same thing in another topic and they said stahlrim dual enchanted with frost and chaos out damaged any other weapon. I thought fire would still out do it since so many things resist frost but they said no still.
A weapon dual enchanted with fire and chaos will certainly do more overall damage. Smaller number, but most of the Province (Nords), some of the toughest enemies (Frost Dragons, Dragon Priests Etc.) ALL Undead (Draugr Murderbosses, Vampires (<--- Yeah DG WHAT?!), Dragon Priests, Thralls etc...) Many "wild animals" (Ice Wraiths, Frost Trolls, Snowy Sabercats, Ice Wolves...)
More than 3/4 enemies have resistance to Frost. Sure, on paper it'll do more damage. In practice you're better off with shock or even fire. 50% Resistance (at least) - 25% (stahlrim bonus) is still 25% resistance.
That's just math.

The way it was explained to me was that frost stacked better with other abilities and perks for enchanting so that resistances didn't matter much. I bumped the topic that discusses this if you are interested in taking a look.
