if you are confident in your skills as a player, you can start it as early as lvl 1. it'll be much more challenging of course so its really up to you how strong you feel you need to be to finish it. there are things that'll make it easier or harder depending on what other things you do first. for example you might choose to become a werewolf first thing to start building your werewolf perks and help you speed through the questline if you want to be on the dawnguard side. the choice to become a vampire lord and side with the vampires comes very early in the questline and can quickly become very powerful and also help you through the vampire version of the questline. its all up to you.

The earlier the better as the Crossbow is very powerful, and a fun weapon to get asap.
Water+Fall=Radiation.
