After looking it up I guess wheat is supposedly really easy to find and harvest, yet I can't find any information on where I can find it. This might be a dumb question but I'm trying to create fortify health potions and I'm ending up with more Giants' toes than wheat, with the only way of getting wheat off of the alchemist vendor in Whiterun.

Plenty of farms have fields of wheat you can harvest.

There's two farms close to Whiterun, to the southeast. One of them plants wheat.

Probably about 50% (semi-educated guess) of farms have wheat, each usually has 8-10 wheat at any given time. The only one I can think of off the top of my head that has wheat is Rorikstead, but in about 30 minutes I can get on the game and check which farms have it and how many each has.

Combine it with Blue mountain flower, you will enjoy the results.
