Setting up a text editor to compile Papyrus scripts

I've tried following the instructions on the Creation Kit wiki (http://www.creationkit.com/Sublime_Text_Setup) to set up Sublime Text to compile Papyrus scripts. When I try hitting F7 I just get a "No build system." error message.

I've saved the file I'm trying to compile in the apropriate folder as a .psc, copied the folder from the zip file into the packages folder in Sublime's data and made sure I have the correct file path in "Papyrus.sublime-build".

What am I doing wrong?
