Apparently the program BOSS says that the regular Dawnguard, Hearthfire, and Skyrim (including Update) have dirty edits. The only thing TES5Edit should not do from what I have been told on the wiki has stated that the "unofficial patches" should be left alone

So does this rule even apply to the original esm and esps???

Should I clean this or is this a scam to make Skyrim unplayable?

do not clean skyrim.esm

Feel free to clean update.esm and Dawnguard.esm

Don't touch the Skyrim.esm, clean all the others.

I would actually avoid cleaning up all of Bethesda's stuff. Just put them all the way up in your load order and you wouldn't even need to clean them up.
