Legendary = reset the tree down to 15, refund the perks, and let you level it over again. You lose the perks but you gain the ability to push yourself above the previous level cap (or just level higher by training a smaller set of skills).

It sets it back to fifteen, and any perks you have can either be saved, or used on other skill trees.

To try to clarify:
Once a skill has undergone Legendary:
Its skill level will reduce to 15.
Any Perks you had invested in that tree will be refunded to you.
You can level up the skill again, allowing you to level yourself up even more.

As such, by legendary-ing a skill, you can continue leveling past the previous cap of level 81, and continue earning perks.
Some people seek argument - sometimes it's best to deny them that by ignoring certain topics. In general, be kind.

It resets your skill from 100 to 15 and gives you the perks back. Then you can level up more. I didn't see this mentioned anywhere hope I helped.
Why are you always smiling?
'Cause it's all so ****in' hysterical.

You can abuse it for inifinte levels. Once you can enchant 100% illusion reduction cost armor, spam a "calm" spell in the middle of whiterun until you get to 100. It should be very fast.

The go to the college and do the illusion ritual spell. Get the master level harmony spell.

Go back to whiterun, and reset your skill in illusion to 15 as often as needed. With 100% magicka reduction, less than 10 casts of harmony in whiterun square get you back up to a hundred in Illusion skill, without having to have a single point invested in Magicka.

Repeat as often as you need to get any perks you have the skill for.

You know this is the PC board, right? If you want to cheat or exploit you may as well just use console commands and skip the tedium.

God playing on console must suck.
I'm not a troll or a moron. It's a joke. Humour exists. Google it.
