I just ordered a PS vita bundle, I saw that there's a sale on Final fantasy tomorrow and want to buy Duodecim. If I buy it tomorrow via PS3 can I just wait and download it to my vita when I get it? Or could I download it to my PS3 to transfer using USB for my vita?

Sure, you can wait as long as needed. Once purchased you can redownload it whenever, too.

Either way will work. The game is simply tied to your PSN.

You can purchase it on your PS3 and then it will be in your download history free to download straight to your Vita. You can also purchase and download to your PS3 and then transfer it to your Vita using WiFi or USB, this would be the faster option.
