Last month I was in Japan and debated about getting a used Vita. I didn't get it and am now kind of regretting it. I already have a PS3 a friend gave me for free when he moved back to his home country. I know I can play Playstation 1 and 2 games on that, but I never tried it before.

My question is on which system would these games look better on?

The price of a Vita doesn't put me off and I travel a lot so I could make good use of it. I much prefer handheld gaming to console.

Another question would be are you able to change the language on any Vita? I live in China and can get one from the official Sony store here, but don't know if I can change the language like on a Japanese one.

hardware is region free so you can change the language to whatever you want from wherever you picked up your vita and use memory cards made in different regions

The Vita doesn't play PS2 games, only a select few games which were ported. I find PS1 games to look better on the Vita but that's probably because the ugliness isn't displayed on a large screen. It also has a bit of screen size and controller customization which is nice.

Yes. No exceptions or restrictions. Language selection is part of the first boot-up process.

I had very much the same question when I started looking at the Vita.
I was playing PSX games on my PSP and wanted a larger screen, still portable (I freaking love portable and don't own a tv).
I jumped in head first.

The Vita only has access to the library of PSX games on Playstation Store. So check out if you think that selection is good enough for you.
The emulation of PSX is great! The screen size is exactly 2x of the PSP, and the PSP had exactly the same resolution as our old CRTs (this is true ONLY when you set the screen sizes for PSP and Vita to Original ). It looks Fantastic!!! It honestly makes these games look as good as they possibly can. Better than a PS3. But! But! This is because it is on a tiny screen compared to a PS3. So if portability is your game, Vita makes it look flawless.

Get the OLED. Totally worth it. The colors will be truer to your memory of when you played the games as a kid on the old CRT. FF Tactics menu screen always looks off on LCD screens, but looks perfect to my memory on the OLED. But if battery life and lighter weight is your thing, then the slim is the one to choose. Me personally, I want the games to look like when I was 15 again, like on the CRT. SO i love my OLED.

The only problem I've encountered, is sometimes the X button doesn't register randomly when playing PSX games. Gets a little annoying, but... ehh. I just deal with it. To work around it, you just hit the playstation menu button, then go back into the game. That usually fixes it. It always goes away after a min. So, no danger of losing game data or anything. Like I said, just a minor annoyance.
The botton mapping works awesome, and you can set the L2 and R2 to the front touchscreen. Works well.

Also, do a little research as to what ports of PS2 games are on the system. (Metal Gear Collection, Persona 4 Golden, etc)

There are a few of other great ports as well. (Borderlands 2 (I love it, lag aint that bad), Ninja gaiden Sigma (Amazing, first time I've played it), and Rayman Legends to name a few).

No idea on the language stuff.

I heard that official Chinese Vitas are locked to mainland China PSN accounts so it might be worth it to get a Japanese or Taiwanese Vita instead if you want a different region account.

I don't think there's a system out there named PlayStation 1/2 (PlayStation Half?) yet. It's making me think of some name for PS Vita's successor.

Yeah I was worried about something like this. Even if it was could I not download from my PSN account onto my PS3 and put the games on that way? I might pick up a Japanese or Hong Kong one anyways just for less hassle.
