I plan to make my Vita like a Playstation Classic since I don't play much else on it, so I'm deleting just about everything except for the 30 or so PS1 games I plan to buy. I know PS1 games are much smaller than contemporary games, but is 16 gb still too small for that many games?

If you're absolutely certain that all you'll play are PSOne games then 16 will work.

Other than multi CD games, they will all be under 700MB, most smaller. For 30 games, 16GB might not cover everything if they tend towards the larger side, but you would still get most even then.
I'm not lazy, I just don't care

16 gb should work, I like that idea, if it wasn’t for the atelier games or digimon I would do this too!

If you’re going with rpgs you might want the larger card. I think the ff games are over or close to a gb.

Really depends on which games you are planning to play.

Bigger is more versatile. But you're not limited to one card, either. I have 180gb total, in two 32s, six 16s, one 8, and three 4s, that I swap around in two Vitae and a PSTV.
If ballet was easy, it would be pointe-less

Now I have a question for you,
1. don’t you fear the whole corrupted memory card issue?
2. Say you get another psvita, as long as you have those games downloaded onto that memory card, you don’t have to redownload them again?

Bigger and better
I got 64gb for legend of dragoon, ff 7-9, chrono cross, xenogears, persona 4, ffx at first .... and now only 6gb free space left. Your case should be 32GB

Corruption? 3 to 4 years for most of them, no problems, with pretty much constant use and frequent swapping. Always power off before swapping, careful to insert the card correctly, cards cased in a pocketed holder when not in use. Downloads direct to Vita, by Content Manager from PC and PS3, no problems.

If I got another Vita, I'd have to take one off my account, AFAIK I'm only allowed three portable and two home console on one account. PSTV counts as a "portable". As long as they are on the same PSN account, and current firmware, I can swap memory cards freely.
