Does the Ur-Dragon typically die around a certain time of the day? Or does it fluctuate a lot? I just want to know if I'll be ever able to enter GP.

Very early Eastern time at that.... often something like 4:00 - 5:00 AM Eastern Standard Time. I surmise that a substantial number of Ur hunters are Japanese, given how that window of time correlates to evening (post-work / post-school) hours in that part of the world.
